LOCATION INFORMATION FROM THE THREE MAJOR MOBILE CARRIERS IS NOW PROVIDED FASTER AND MORE ACCURATELY

The location information provided by the three major mobile carriers to emergency rescue agencies, including the National Fire Agency and the Police Agency, has become more accurate and provided faster than the previous year, with improvements in location information accuracy and response time.

The Korea Communications Commission (KCC, Chairperson Lee Jinsook) announced the “2024 Emergency Rescue Location Information Quality Measurement Results” on the 28th, targeting the mobile devices of the three major telecom companies to improve the quality of location information for emergency rescue.

The KCC has been measuring and announcing the quality of emergency rescue location information since 2019 to support accurate and fast emergency rescue activities of the emergency response agencies and the police while encouraging the three carriers to enhance the quality and technology investments.

This year's measurements were conducted on the quality of emergency rescue location information provided by the three companies from July to November last year, as well as the location information sharing function of mobile devices released in Korea.

The quality was measured based on how accurately and quickly location information is provided during an emergency when a device's GPS and Wi-Fi functions are temporarily activated while the functions remain off by default.

First, location standard compliance rate, location information accuracy, and location response time for the three major companies?collected through base stations, satellite navigation systems (GPS), and short-range wireless networks (Wi-Fi)?were measured at 163 locations nationwide, considering various environments such as urban, rural, landscape and indoor/outdoor conditions.

? Location Standard Compliance Rate (%): The percentage of location information requests that met both the location distance error standard (within 50 meters) and response time standard (within 30 seconds) among the total requests.

? Location Information Accuracy (m): The average location distance error between the actual location coordinate value of the test location and the measured location coordinate value, excluding large errors of 10%.

? Location Response Time: the time difference between when the rescue agency asked for location information and when the agency received it.

According to the measurement, the base station method showed improvements in both location information accuracy (52.3m→25.0m) and location response time (3.0s→1.4s). For the Wi-Fi method, all three indicators improved: location standard compliance rate (96.8%→98.9%), accuracy (20.1m→18.7m), and response time (4.2s →2.4s).

However, while the GPS method improved in location standard compliance rate (97.7%→99.0%) and response time (4.6s→1.7s), its location information accuracy slightly decreased (11.3m→12.7m).

* The location standard compliance rate is excluded from the base station method, as it is difficult to meet the standard of distance error (50m) due to the nature of positioning technology.

According to quality measurement results for each three mobile carriers, the location compliance rates of the GPS method were: SKT (99.8%), KT (99.3%), and LGU+ (97.9%). For the Wi-Fi methods, the results were: SKT (99.5%), KT (99.3%), and LGU+ (98.0%).

The location accuracy for the base station method was recorded as follows: KT (22.3m), LGU+ (24.9m), and SKT (26.0m). The GPS method showed an accuracy of SKT (8.6m), LGU+ (12.5m), and KT (13.8m). For the Wi-Fi method, the accuracy was measured at SKT (14.5m), LGU+ (19.9m), and KT (20.8m).

Lastly, the location response times of the base station method are as follows: KT (1.0s), SKT (1.4s), LGU+ (1.7s). For the GPS method, the response times were: SKT (8.6m), LGU+ (12.5m), and KT (13.8m). The Wi-Fi method recorded a response time of 1.6 seconds for KT, 2.2 seconds for SKT, and 3.5 seconds for LGU+.

※ The red marking indicates the mobile carrier ranked at the top in each category of the Emergency Rescue Location Information Quality Measurement (There may be differences among the carriers, as this is the result of sample measurement from 163 locations nationwide).

The measurement of the location information sharing function of mobile devices was conducted on 85 devices, including overseas-manufactured devices, unlocked devices*, and USIM-switched devices*, focusing on whether these devices provide location information by the methods of base station, GPS, and Wi-Fi when there is an emergency rescue request.
* Unlocked devices: Devices that are released through various distribution channels by manufacturers and not tied to a specific carrier’s network, allowing the devices to be used with networks that users want.
* USIM switched devices: Devices released for a specific carrier network but are used with other mobile carriers’ USIM.

According to the result, overseas-manufactured devices, including Apple and Xiaomi, are providing the location information of base stations just like the previous year. However, Wi-Fi location information is not provided as the devices are not equipped with the three mobile carriers’ positioning technology.

For the GPS method, Xiaomi devices provide location information under certain conditions when using the network of KT, which is a partial improvement compared to the previous year when the location information was not provided.

Apple devices provide the location information calculated internally utilizing Wi-Fi and GPS information during an emergency call or 5 minutes after the end of the call.

Unlocked and USIM-switched devices provide all location information from base stations, GPS, and Wi-Fi just like in 2023.

The KCC has expanded the quality measurement locations to remove blind spots from the urban areas to rural, island, and mountainous regions in 2024. It plans to expand the quality measurement targets to resolve bind spots in location information of overseas-manufactured devices and to review diverse ways for measurements.

Director General of the KCC Consumer Policy Bureau Shin Young-kyu said, “To protect citizens' lives and physical safety during various emergencies, the KCC will closely cooperate with the emergency rescue agencies, top three mobile carriers, and device manufacturers to provide location information accurately and swiftly.
