Title KCC Discussed User Protection Measures With Telco Giants

The Korea Communications Commission (KCC, Chairman Lee Dong-kwan) held a meeting with senior officials from the three telecom companies (SKT, KT, and LGU+) on the morning of the 20th to discuss measures to reduce household communication costs and protect users of communication services.

The meeting was presided over by acting Director-General of the Consumer Policy Bureau to discuss follow-up measures for discussions with Chairman Lee Dong-kwan at a meeting with the three major telcos in September and measures to resolve the recent inconveniences raised by the inspection of state administration and the media.

Specifically, the KCC asked cooperation to the telcos, such as preventing excessive incentives distribution for certain sales stores, expanding publicly announced subsidies to reduce communication costs for all citizens, imposing effective self-regulation to combat illegal spam, and swift communication and redress for user damages like communication disruptions.

In addition, proactive collaboration measures were discussed to implement various opinions proposed on Chairman Lee’s visit to Communications Dispute Mediation Committee as a part of "visiting the lives of people to address their inconveniences" and his meeting with the third Communications Dispute Mediation Committee members of Chairman Lee Dong-kwan.

The telcos were asked to take measures to establish a quick report center at the three mobile telecom companies to enable immediate action equivalent to that of the financial sector against charges caused by illegal use of third person's name; establish regular communication channels between the Communications Dispute Mediation Committee and the three mobile giants; and prevent incomplete sales to vulnerable groups, such as the disabled and the elderly by ensuring the customers understand terms and conditions. These issues were raised during Chairman Lee's visit to people's livelihood.

The KCC has decided to hold additional consultations with the telcos as soon as possible, so that the matters discussed today can be implemented swiftly.

Chairman Lee said, "Telecommunication is an essential for all, so it is directly related to people's livelihood. We need to make efforts to improve even small inconveniences one by one."

He added, "I think such efforts will be of great help for telecom companies that are generating profits by being granted exclusive status. They can improve their corporate image through social contributions and practice ESG (environmental, social, and governance) management, taking the lead in promoting user rights. The KCC will continue its active administration to head up the changes."
