The purpose of the BCN (Broadband Convergence Network) is to continue the image of a high-speed communications powerhouse in the next-generation information network. The current high-speed communications networks are established to provide high-speed for subscriber networks, and face limitations as a next-generation infrastructure for an environment where communications and broadcasting are integrated. In other words, they are experiencing issues such as the lack of bandwidth required for the provision of convergence services, inadequate QoS and security systems, and a lack of IP address resources (IPv4)
required for the establishment of a ubiquitous environment. In addition, the individual establishment and operation of communications and broadcasting networks present issues of inadequate utilization of system connections, insufficient service functions, and repeated investments.
The BCN is a next-generation integrated network which enables seamless access to quality-guaranteed broadband multimedia services which integrate communications, broadcasting, and Internet at any place and any time.

A communications network which supports a ubiquitous service environment that can be used at any time and any place without restrictions of time and space, and without dependence on special networks and terminals.
An open communications network which allows even third parties that do not own networks to easily create and provide new services.
The establishment of a BCN is a step required for the prevention of stagnation in broadcasting and communications market's growth, increased competition between businesses, and the phenomenon of future convergence. Communications and broadcasting companies can dramatically reduce the expenses involved in the establishment and operation (CAPEX, OPEX) of a convergence network. A BCN is a valuable infrastructure which enables the development and provision of a wide variety of new profit-generating models that integrate broadcasting and communications in the future.
The directions of BCN establishment are largely divided into 1) broadband application on subscriber networks, 2) advancement of a transmission network which integrates communications, broadcasting, and the Internet, 3) management of the convergence network and establishment of a service control network, and 4) development and provision of a wide range of convergence services based on BCN.
A BCN subscriber network aims for the advancement of a wired/wireless network that can consume diverse convergent broadband multimedia services. Wired subscriber networks are planned to be advanced through the application of modes such as FTTH, LAN, VDSL, HFC DOCSIS (Data Over Cable Service Interface Specification), and 3.0 (cable), which can provide a broadband width between 50-100Mbps, and wireless subscriber networks are planned to be established through HSDPA (High-Speed Downlink Packet Access) and WiBro, which can provide a broadband width of 1Mbps on average.
The field of BCN transmission networks plans to advance the ten conventional Gbps-level transmission networks to ten Tbps-level networks, with the objective of the establishment of a broadband, quality-guaranteed, convergence BCN transmission network. It also plans to replace the exchange networks for individual services, such as the import of the QoS function for transmission of high-quality services, conventional telephone networks, broadcasting networks and Internet networks, with a single IP-based convergence network.
The field of BCN service and control aims for the establishment of an integrated service and control network for the economical and efficient provision of a wide variety of convergence services in the future. A function that will allow comprehensive control and management of the subscribers and resources of the wide range of service networks used in BCN and an open- technology that will enable the development and sharing of diverse services without any restriction by service continuity between different types of networks and special networks are planned to be implemented.
BCN establishment in Korea is divided into Stage 1 ('04-'05, foundation formation stage), Stage 2 ('06-'07, intensive establishment stage), and Stage 3 ('08-'10, completion stage), and is executed stage by stage. Supporting operations including the promotion of development and commercialization of new service models, development and supply of core technologies, establishment and operation of research and development networks, promotion of standardization in and out of Korea, and maintenance of legal systems are under way.
Korea is aiming to establish the world's best BCN subscriber network that can provide broadband multimedia services to 100 million households using wired services and 100 million wireless service users by 2010, and to produce BCN-related communications and broadcasting devices worth KRW 67 trillion and achieve an export value of $20.1 billion.
Also, through the successful establishment of BcN, the government intends to provide a foundation for participatory democracy through the provision of diverse forms of electronic governance services such as M-Gov and T-Gov, and governmental surveillance; and provide ubiquitous service environments such as u-Learning, u-Healthcare and u-Work environments to provide all Koreans with an environment where they can enjoy high-quality education, welfare and employment conveniently at any time and any place.
In the field of business, the establishment of BCN is anticipated to consolidate industrial competitive power by promoting the informatization of all industries such as construction, finance, medicine, and distribution; and form a safe and reliable e-trade environment for businesses for increased productivity of businesses and promotion of global business competitive power.
