Korea Communications Commission announced that they selected the members of ’Regulatory Reform and Legislation Advancement Committee’ (Regulatory Reform Committee for short) at KCC’s conference hall on the 20th and held its first meeting. Regulatory Reform Committee was established according to the ’Establishment and Management of Korea Communications Commission Statute’ article 15 with the aim to inspect KCC’s efforts to ease and rationalize regulations as a part of ’regulatory reform in broadcasting and communications field’, one of Lee Myung Bak government’s 100 major projects. KCC appointed it’s member Tae Geun Hyung as the chairman of Regulatory Reform Committee and 9 academic and legal experts in areas of broadcasting, communications and fair competition as the committee members. Regulatory Reform Committee plans to inspect the current situation of KCC’s promotion of regulatory reform, examine business and local organizations’ proposals for easing regulations, suggest regulatory-reform-related work and more. At the first conference, the Committee reported and evaluated KCC’s regulatory reform projects in 2008 and made proposals of related work for 2009. In the communications sector, the removal of USIM Lock in WCDMA last year and the abolition of the rule for compulsory WIPI were particularly approved for having made it less troublesome for the consumers to use communications service. Furthermore, while the law for telecommunications business is currently under consideration by the Ministry of Legislation, KCC has promoted the combining of permission stages for communications business, simplification of permission standards and introduction of resale system (wholesale system) to make it easier for businesses to enter communications service and encourage competition among them. This has in return created opportunities of more varied and quality services at lower cost for the consumers. The Committee suggested introduction of competition system in the broadcasting publicity market and reformation of regulations for setting broadcast program schedule as examples of KCC’s main homework for regulatory reform in 2009. In order to support the temporary one-year Regulatory Reform Committee efficiently, KCC is planning to form working groups of experts on academic and business field for each department involved in regulatory work and promote activities such as making policy proposals. In relation to regulatory reform in the media field, the present chairman of the committee has commented that "media market has the fastest change rate and we cannot prepare beforehand with USD 10000 income level and a legal system based on analogous logic. Entrance into the market should be controlled by the size of the fund and the rigid regulation of separating newspaper and broadcasting has to change. The funds must be used to relieve the dying 1000 medium sized Program Providers and Contents Providers, and we must show the world our determination for regulatory reform and market-friendly policy even in the midst of global economic crisis." He ended the conference by suggesting the direction towards an overall alleviation of media business-related regulations. |
