Inspection of the management status of personal location information in taxi call services which is closely related to people's lives, such as Kakao T Resolving blind spots to protect users of location information through inspection of unregistered and unreported location information providers The Korea Communications Commission (KCC, Chairman Lee Dong-kwan) announced on 27 that it would review the personal location information management status of taxi calling platform operators, such as Kakao Mobility. Users use a taxi calling service to request a taxi to their desired location via phone, enhancing transportation convenience. The market size has grown significantly enough to be expected to be about 2.5 trillion won as of 2023. Along with this, the number of the service users has increased rapidly, with the number of taxi call service use exceeding 10 million per month, raising various concerns and criticisms about the leakage of personal location information, such as records of users getting on and off. Accordingly, the KCC plans to inspect overall the Act On The Protection And Use Of Location Information compliance and related systems for top major operators considering the number of users in the taxi calling platform market, including Kakao Mobility, and sanction them through administrative measures when confirming violations. In particular, the KCC said it would check whether Kakao Mobility, which has a monopoly position of more than 90% share of the taxi calling platform market, is faithfully fulfilling its role as a business operator which has a huge marekt influence, such as protecting personal location information. Meanwhile, as various new services using location information have emerged, and related industries have rapidly grew, the KCC conducted a full inspection of about 2,000 location information providers and location-based service providers over the years 2022 and 2023, identified a number of operators lacking location information protection measures in the process, and is considering disciplinary action. ※ The term "location information service provider" means a business operator collecting location information and providing such information to location-based service providers ※ The term "location-based service provider" means a business operator providing services based on location information However, despite the two-year full inspection, businesses that have not been registered or reported to the KCC still pose a loophole in safeguarding users of location information. Therefore, the commission intends to concentrate its efforts on guiding and inspecting unregistered and unreported businesses in 2024. The KCC will persist in intensifying its monitoring efforts on location information services closely linked to people's daily lives, such as taxi calling services. Continuous inspections will be conducted to ensure that all location information providers are well-informed about and compliant with relevant laws. Chairman Lee Dong-kwan said, "Personal location information is sensitive, involving safety and privacy, necessitating stringent sanctions for operators neglecting user rights." He added, "At the same time, we will also push for deregulation and business support so that innovation engines in new industries can continue." ### The Korea Communications Commission |
