Under the guidelines of the KCC, the three major telcos and SMS service providers signed a joint agreement
Strengthen monitoring of illegal spam by tracking ghost registrations, as well as senders and operators of mass text messages


The Korea Communications Commission (KCC, Chairman Kim Hong-il) announced that the three major telecom companies and SMS service providers* signed a joint agreement to comply with the guidelines for self-operation of the Mass Text Message Transmission Qualification Certification System on April 17, 2024.

* KT, LGU+, SKB, CJ Olive Networks, Daou Technology, Infobank, Standard Networks, SureM, and Gemtech

The agreement was signed as a measure for the three mobile carriers and the text service providers to implement the certification system in earnest as the KCC enacted and announced a guideline for the certification system last month (March 27, 2024).

Vice Chairman Lee Sang-in of the KCC, vice president-level executives of the three telecom companies, representatives of text message service providers, and the chairman of the Korea Communications User Protection Association (KCUP) attended the signing ceremony.

Vice Chairman Lee praised the efforts of the three mobile carriers and text service providers who cooperated actively with the introduction of the transmission qualification certification system to autonomously eradicate illegal spam messages and protect users.

He also encouraged the continued cooperation between the KCC and business operators in the SMS market as illegal spam messages are becoming more intelligent and coming from various channels, such as overseas transmission.

In response, the representatives of the three telcos and text service providers expressed their gratitude for crafting policies to prevent illegal spam messages and create a healthy SMS distribution market through the guideline and agreed to proactively cooperate further.

When this system is implemented, SMS service providers that send massive text messages in the short term and discontinue the business will not be able to get certification, being unable to send messages. The implementation will also help swift sanctions (transmission suspension) as the KCUP's illegal spam message monitoring function strengthens, leading to a faster track of illegal spam message senders.

In the meantime, even though the government imposed administrative fines on businesses caught transmitting illegal spam messages, the businesses were still running. However, implementing this system will significantly reduce illegal spam messages as businesses that repeatedly transmit illegal spam messages will disappear.

The system will be reflected in the terms and conditions of service use of the three mobile telecommunication companies and text service providers and will be implemented in earnest from June 1, 2024, after holding pre-promotion and briefing sessions for related businesses and establishing a certification system.
