KCC issues a 'user damage warning'


Example Case 1: Romance scam and secondary damage impersonating a celebrity

"I was scammed for a romantic relationship impersonating a celebrity. When I posted the damage on an online fraudulent damage registration website, I was asked for a virtual account of my credit card, saying that he had experienced a similar case himself. After that, millions of wons were paid in installments from the card." "I asked the credit card company for rights of withdrawal and defense of installment payments as the 365 center guided, so the entire credit card installment was canceled. I am grateful to receive all compensation for the damages from the romance scam during the police's investigation."

Example Case 2: Impersonation of an Organization

"I recently received a text message that included a link to see a medical check-up result sent from the National Health Insurance Service and clicked the link, then a malicious app was installed. I took action to prevent the second damage (communications and financial damage) as guided by the 365 center. I am grateful that some gift certificates paid in micropayment were canceled through the payment agency."

The Korea Communications Commission (KCC, Chairman Kim Hong-il) issued the first user damage warning for the recent rapid increase in online impersonation damage with the Korea Association for ICT Promotion (President Yoo Young-sang).

The KCC's Online Damage 365 Center and the Online Damage Support Council made the announcement to prevent further damage as frauds impersonating famous shopping malls and families as well as investment (advisory and advertising) frauds impersonating celebrities and experts have recently increased rapidly, resulting in frequent damage to users.

The main types of impersonation damage include celebrity impersonation fraud (investment advertisement and romance scam), corporate impersonation fraud (fraudulent shopping malls and customer centers), family members, acquaintances, and institutions impersonation fraud (smishing), and illegal advertisements after opening personal impersonation a social media account (misappropriation of photos of victims). Specific damage prevention methods and countermeasures are as follows.

How to prevent and respond to impersonation damage

■ Investment fraud impersonating celebrities (e.g., investment reviews, high-yield investment advertisements → solicit app installation and specific accounts to be deposited)

☞ Don't be misled by false advertisements, such as high profits guarantee and celebrity investment reviews!
☞ Make sure that the concerned company is officially reported to the Financial Supervisory Service!
☞ Report to the Financial Supervisory Service and police when confirming illegal activities and the damage!

■ Romance scam impersonating a celebrity (e.g., gaining victim's affection → demanding money under the pretext of entering the country, investing, dating, etc.)

☞ Suspect a person met through social media if he or she asks for money or address as a fraud crime!
☞ Be cautious when making voice or video calls in consideration of the possibility of criminal abuse through deepfakes!
☞ Be cautious when installing a specific app, exchanging money, or accessing the URL of a delivery company!

■ Fraud by impersonating corporate shopping malls and customer centers (e.g., Opening fraudulent websites and social media accounts → soliciting deposits to separate accounts)

☞ Check the Fair Trade Commission to see if the website is officially registered!
☞ If you are induced to make cash payments using hooks, such as discounts, you should suspect it is a fraudulent site!
☞ Check identification marks, such as official verified marks to see if it is the official website!

■ Smishing impersonating family members, acquaintances, and institutions (e.g., inducing victims to click URLs, requiring personal information and money → Opening of mobile phones and illegal loans)

☞ Report to the police immediately after the damage occurs and apply for suspension of account payments!
☞ Check the account information integrated management system for stolen names and loans!
☞ Refer to and apply for the communication service to prevent identity appropriation!

■ Identity impersonation (e.g., opening a social media account using appropriated photos → Illegal advertising, such as investment advice and obscene content

☞ Report impersonating channels and accounts to the relevant platform and social media customer center!
☞ Report to the Korea Communications Standards Commission when photos are stolen!
☞ Report and file a complaint to the police when there is a concern about fraud related to the impersonation!

To prevent damage to online service users and establish an all-round cooperation system, the Online Damage Support Council has signed a memorandum of understanding under the auspices of the KCC's Online Damage 365 Center with the Korea National Council of Consumer Organizations (12 institutions), the Communications Dispute Mediation Committee, Korea Association for ICT Promotion, Seoul Electronic Commerce Center, and Korea Legal Aid Corporation in 2023 and has been regularly discussing relief measures related to online damage.

Chairman Kim Hong-il of the KCC said, "We hope that this damage warning will help prevent and quickly solve the problem of impersonation to help people who use online services." "We will periodically issue damage warnings for repeated or new damages to the 365 center and organizations participating in the online damage support in the future."
