KCC Fortifies Partnership with BBC & Ofcom on the Public Broadcasting Policy & Communications-Broadcasting Regulations
On March 2nd, Chairman Lee Hyo-seong of the Korea Communications Commission (KCC) visited the HQ of the BBC network and Office of Communications (Ofcom) to discuss countermeasures to technological developments in communications and ways to promote social responsibility in regard to media content.
During his visit with the BBC, Chairman Lee discussed BBC’s changes in its management structure, its role in public broadcasting and proposals pertaining to the development of outsourcing production companies.
BBC’s Director-General, Tony Hall, explained saying, “In 2016, the BBC Trust was dismantled following the amending of the BBC Royal Charter, resulting in the transferring of the Business Management Director to Ofcom to strengthen social responsibility. In addition, a majority of programs, excluding the news and other programs, will be altered to fit that of a competitive system structure allowing for various opportunities to move toward outsourced producers.” He continued explaining, “While the BBC’s efforts and successes pertaining to changes in the media environment are all in tune with the values of public broadcasting, the KCC will also be looking into potential policies for the development of the broadcasting industry.”
After gathering with BBC officials, Chairman Lee went on to meet with Ofcom Chairman Terence Burns to discuss several pending policy issues, including countermeasures to EU’s Data Protection Directive and regulatory policies regarding communications and broadcasting fusion services based on the promotion of OTT (Over the Top) media services, such as Youtube, Netflix and others. He agreed to a mutual partnership for the future of British communications and broadcasting policy development, while touching upon his heavy interest in the transforming role of Ofcom following the amending of the BBC Royal Charter.
Meeting together with the Ofcom Chairman was the last stop on his journey abroad in the pursuit of laying the foundation for fortified global partnerships amid the sharing of communications and broadcasting policy with regulatory agencies located in the United States, England, France, Spain and elsewhere.
