Title Deletion and blocking of illegally filmed materials increased 4.5 times compared to the previous year

The Korea Communications Commission (KCC, Acting Chairman Kim Hyo-jae) analyzed the transparency report on the 2022 management of illegally filmed materials and found that the deletion and blocking of illegally filmed materials in 2022 was 153,491 cases, up 4.5 times from the previous year.

An illegally filmed material refers to a filmed material or its copy, an altered, synthesized, or fabricated material under the Act on Special Cases concerning the punishment of Sexual Crimes or child or youth sexual exploitation materials under the Act on the Protection of Children and Youth against Sexual Offenses.

Users and 17 institutions for reports by proxy the KCC publicly notified, including counseling centers for the victims of sexual violence under the Sexual Violence Prevention and Victims Protection Act, The Women’s Human Rights Institute of Korea, Stand Up Against Sex-Trafficking of Minors, and Seoul Foundation of Women & Family according to Article 30-5 of Enforcement Decree of the Telecommunications Business Act reported 218,931 cases of illegally filmed materials or the like in 2022, a significant increase compared to 14,977 reports in the previous year. It is hard to compare absolutely with the figure of 2022, as there were multiple URLs per report in 2021.

The system to prevent the circulation of illegally filmed materials seems to be firmly established considering the rapid increase in the number of reports, deletions, and blocking of illegally filmed materials. Users have actively reported illegally filmed materials, and providers of information and communications services have strengthened technical and management measures in response to heightened social awareness.

According to Article 64-5 of the Act on Promotion of Information and Communications Network Utilization and Information Protection, 90 business operators, including value-added telecommunications business operators providing social network services, communities, single-person media, and search engines whose revenue is KRW 1 billion or more or daily users are average 100,000, home and abroad, including Naver, Kakao, Google, Meta, and Twitter, and webhards revealed the transparency reports. The 2022 report includes the obligations to prevent the circulation of illegally filmed materials, such as the current state of reporting, deletion, and blocking and technical and management measures.

According to Article 64-5 of the Act on Promotion of Information and Communications Network Utilization and Information Protection, the KCC received the transparency report from the business operators above a certain standard in January, compared it with reports from the institutions or reports by proxy, complemented data, and published on the website.

Acting Chairman Kim said, "Although the system has been improved since the Nth Room incident, and the public and the private sectors are working closely together, there is still a need to strengthen self-regulation of information and communication services providers as circulation of the illegal materials leads to secondary victimization."

"In particular, the distribution of illegally filmed materials is a serious crime that causes irreparable damage to the victims, so we need to strengthen the reporting system so that all citizens can monitor and report easily," he added.

To eradicate the circulation of illegally filmed materials online, the KCC plans to strengthen technical and management measure monitoring and on-site inspection for information and communications services providers, additional training for those in charge, and expand public-private cooperation for swift response.
