An increase of KRW 490 million in the communications deliberation budget for swift deletion and blocking of drug trafficking information Pushing amendment to the KCC Act for urgent deliberation of drug trafficking information The Korea Communications Commission (KCC, Chairman Kim Hong-il) recently announced an increase of 490 million won in the budget for telecommunications deliberation to enhance the deletion and blocking of drug trafficking information spreading online. This initiative aims to combat the rapidly increasing drug-related crimes in our society. The Korea Communications Standards Commission (KCSC, Chairman Ryu Hee-lim) currently deliberates and decides on online drug trafficking information identified through public complaints and requests from relevant agencies, such as the Ministry of Food and Drug Safety. Following the deliberation and decision, corrective measures, such as deletion and blocking are required for information and communications service providers. As of the end of 2023, the number of corrective measures requested for drug trafficking information reached 30,503, marking an approximately 300% increase from 7,551 at the end of 2019. It takes an average of 35 days to delete or block that information, highlighting the need for an improvement of deliberation personnel and system improvements. In response, the KCC pursued securing relevant budgets through the budget system in which citizens can participate in 2023. The increased budget will be utilized to enhance the deliberation personnel for drug trafficking information within the KCSC, aiming to shorten the average deliberation period to around 10 days and introduce a swift deliberation system through measures, such as the establishment of an exclusive service for reporting. Chairman Kim stated, "We are establishing a comprehensive pan-ministry response system to address the escalating spread of drugs," adding, "Efforts will be made to swiftly delete and block online drug trafficking information that became active during the COVID-19 pandemic, preventing such information from becoming a precursor to actual crimes and contributing to the eradication of drug-related crimes." Additionally, the KCC plans to actively support the prompt passage of an amendment to the Act on the Establishment and Operation of Korea Communications Commission (the KCC Act) to allow the KCSC to urgently deliberate drug trafficking information similar to digital crime information. ### The Korea Communications Commission |
