The Korea Communications Commission (KCC, Chairman, Lee Hyo-seong) announced that smart sign language broadcasting service would begin on July 4 in order to improve Deaf users’ access to broadcasting. The smart sign language service allows users to adjust the size and placement of the sign language screen. The customized service serves both Deaf users who may enlarge the sign language screen and other users who prefer not to have the sign language screen cover the rest of the screen. On July 4, KCC Chairman Lee Hyo-seong visited the smart sign language studio at YTN and attended the declaration ceremony for the new service. Additionally, Chairman Lee met with representatives from broadcasters providing smart sign language services and other related organizations like KBS, MBC, SBS, YTN, JTBC, TV Chosun, CJ Hello, KT Sky Life, SK Broadband, Korea Association of the Deaf, Telecommunications Technology Association (TTA), and the Community Media Center to hear their thoughts and opinions. On the service, Chariman Lee commented, “the smart sign language service is the result of several years of coordinated efforts from broadcasters and related organizations.” He asked the representatives for their continued efforts to create an environment for both Deaf and non-Deaf users. Work on the smart sign language broadcasting service began in 2014 as a joint effort between the KCC and the TTA. Pilot broadcasting began in 2016 and a reliable service was completed this year. The service is available on KBS, MBC, SBS, YTN, JTBC and TV Chosun through Skylife, SK Broadband, and starting at the end of July it will also be available through CJ Hello. The smart sign language service will be applied to MBC’s “News Desk,” JTBC’s “Morning and News,” YTN’s “News N Issue,” Chosun TV’s “News9,” dramas like KBS2’s “World’s Prettiest Daughter” and variety shows like SBS’s “Rules of the Jungle.” There are plans to add smart sign language services to more programming in the future. |
