KCC strengthens continuous collaboration between the government and value-added telecommunications business operators to ensure the right of victims of digital sex crimes to be forgotten
The Korea Communications Commission (KCC, Acting Chairperson Kim Tae-kyu) hosted the Private and Public Council to ensure the right of victims of digital sex crimes to be forgotten in the information and communications network (hereinafter referred to as the “Private and Public Council”). The private and public council aimed to strengthen collaboration between the government and value-added telecommunications business operators to protect victims of digital sex crimes as well as to delete and block illegally filmed content. The private and public council took place on Wednesday, December 18 at the Science and Technology Convention Center.
The private and public council has been in operation since its establishment in 2023 by the government and value-added telecommunications business operators. It was created as the tactics of digital sex crimes have been more sophisticated and to prevent repetitive harm to victims caused by the secondary distribution of illegally filmed content.
The private and public council was presided over by Vice Chairperson Kim Tae-kyu and participated by officials of relevant governmental bodies, including the Ministry of Justice; the Ministry of Gender Equality and Family; the Supreme Prosecutors’ Office; the National Policy Agency; and the Korea Communications Standards Commission, as well as executives from major domestic and international value-added telecommunications business operators such as Google, Meta, Naver, and Daum Kakao. External experts also joined the council.
At the second private and public council, each government body shared its progress in implementing tasks aimed at ensuring the right to be forgotten for victims of digital sex crimes. These tasks include increasing the number of organizations in charge of addressing reports and deletion of digital sexual exploitation materials and consultation on and reports of sex exploitation; strengthening punishment for criminals; and implementing special crackdowns. Insights were also exchanged on collaborative measures to minimize damage to victims of digital sex crimes.
The Vice Chairperson stated, “Government-wide measures have been developed and implemented to handle digital sex crimes since the Nth room case. However, digital sex crimes continue to occur, including the distribution of AI-altered sexual deepfake videos earlier this year.” He added, “It is necessary to strengthen the collaborative system between the government and value-added telecommunications business operators to ensure the fast deletion and blocking of digital sexual exploitation materials from information and communications networks, thereby minimizing damage to victims and providing a safe and sound internet environment for users.”
