KCC Vice Chairman Kim Hyun meets with Netflix Vice President of Public Policy Dean Garfield


On November 2, Korea Communications Commission (KCC, Chairman Han Sang-hyuk) Vice Chairman Kim Hyun met with Netflix Vice President of Public Policy Dean Garfield. This meeting was arranged following a request by Netflix, and the discussion agenda included issues in the field of broadcasting and communications, such as 'media content investment' and 'creating a fair competition environment and protecting users'.

First, Vice Chairman Kim Hyun welcomed the Netflix delegation, who visited the KCC despite the difficult situation due to the Covid-19 pandemic. She also reiterated President Moon Jae-in’s statement from October 18 about the need for global platforms to fulfill their responsibilities in line with their size.



▲ In particular, Vice Chairman Kim emphasized that since the shared growth of all stakeholders is necessary for win-win cooperation in media content, efforts should be made to create a fair and equitable media ecosystem,

▲ She expressed her desire for global operators to demonstrate responsibility not only for investment in content, but also for the communication network environment that needs to be built to stably transmit content.

In response, Vice President Dean Garfield said that Netflix would continue to expand investment in the Korean market content and contribute to the development of the media content ecosystem in Korea.


Vice Chairman Kim said, “we will examine the role and responsibilities of OTT in the new media market and consider effective policy measures to ensure fair competition and user protection along with the growth and development of the media content industry.” She added, “for the continued development of media, win-win cooperation among all stakeholders, including creators and producers, is essential. We hope Netflix, a global media platform company, will take the lead towards this end.”
