Title USE THE DIGITAL SERVICES OF KOREA EVEN WITHOUT A KOREAN MOBILE DEVICE OVERSEAS

Enhancing Domestic Digital Service Accessibility and Convenience for Overseas Residents through Inter-Ministry Collaboration

The Korea Communications Commission (KCC, Chairman Kim Hong-il), the Ministry of Science and ICT (MICT, Minister Lee Jong-ho), the Presidential Committee on the Digital Platform Government (Chairman Go Jin), and the Overseas Koreans Agency (Commissioner Lee Key-cheol) concluded a business agreement to improve accessibility and convenience of domestic digital services for overseas Koreans on Monday, March 11.

Since the abolition of the public i-PIN* in 2018, overseas Koreans who do not have Korean mobile devices have had difficulties in online identity verification, and there have been various complaints to solve them.

*The public i-PIN was introduced in 2009 but abolished in 2018 due to security concerns.

Accordingly, the Overseas Koreans Agency established a project to initiate and operate an overseas Koreans online identity verification system and has pushed forward with working-level discussions with related ministries and institutions from the Agency’s establishment on June 5, 2023.

※ Working-level discussions between the Overseas Koreans Agency (Service Support Center for Overseas Koreans), the KCC (Consumer Policy Bureau), the MICT (Office of Network Policy), and the Presidential Committee on the Digital Platform Government (Service Innovation Bureau) since 2023 and a business agreement between the Overseas Koreans Agency and the Korea Internet and Security Agency on November 2, 2023.

The project aims to allow Korean foreign residents who do not have Korean mobile devices to seamlessly use domestic digital services through online identity verification, including an electronic passport and information on overseas stay, with no need to visit public offices in Korea or diplomatic offices in person.

The year 2024 is the first year of the overseas Koreans' online identity verification system. The business agreement was concluded to establish a healthy and effective working system between ministries as the pilot service will begin in the second half of this year while developing a system and infrastructure for overseas Koreans' identity verification.

※ The system will be developed and the pilot service will be operated for overseas Koreans with resident registration numbers (about 2.4 million people) in 2024. The cooperation between the ministries will improve the service quality and expand its scope.

In addition, the purpose of the business agreement is to create a mutual cooperation system to effectively unfold the project.

To achieve this purpose, each ministry plays its role as well as works with each other to provide services that Korean foreign residents can practically use. The coordinated efforts include: implementing an overseas Koreans' online identity verification policy and establishing and operating an online identity verification system (Overseas Koreans Agency); crafting online identity verification means, including electronic passports (KCC); issuing certificates for overseas Koreans and supporting the service (MICT); creating convenient digital service environment (Presidential Committee on Digital Platform Government); and providing electronic passport information (MOFA).

Furthermore, the verification system will be advanced, and the target and scope of the service will be broadened through a working-level consultative group consisting of practitioners of related institutions.

The head of the Service Support Center for Overseas Koreans Kim Yeon-sik, whose center is mainly in charge of the project, said, "As a result of this business agreement, we anticipate the alleviation of inconvenience for overseas residents who are excluded from the digital era due to the absence of Korean mobile phones, despite the need to utilize various domestic digital services. Simultaneously, we expect a boost in domestic economic activity through the expansion of domestic digital service usage, as well as the realization of digital innovation that overseas residents can perceive."
