The time and costs associated with the online issuance of I-PINs have been significantly reduced thanks to the improvements in the verification procedures for legal representatives. These changes will contribute to addressing the inconveniences faced by approximately 80,000 individuals annually as of 2023, who have encountered difficulties due to the unavailability of online I-PIN issuance. The Korea Communications Commission (KCC, Acting Chairperson Kim Tae-kyu) announced that it has pushed ahead with non-face-to-face (online) access to the family relationship certificate by utilizing the pubic MyData of the Ministry of the Interior and Safety (MOIS). Accordingly, these streamlined procedures have improved the process of issuing Internet Personal Identification Numbers (I-PINs) for children under the age of 14. I-PINs are the only means of verifying a child who doesn’t have a cell phone or credit card. For children under the age of 14, I-PINs can be issued non-face-to-face (online) once legal representatives (parents) complete the application forms and provide consent on the websites and apps issuing I-PINs and their parent-child relationships are confirmed. These websites and apps are operated by three identity verification organizations appointed and managed by the KCC: NICE Information Service, Seoul Credit Rating & Information, and Korea Credit Bureau. Meanwhile, information regarding the parent-child relationships between the legal representative and their children is only accessible when the legal representative is the head of the household, utilizing computerized data from resident registration. If the legal representative is not the head of the household*, non-face-to-face (online) issuance of I-PINs is prohibited. As a result, approximately 80,000 public complaints were raised annually as of 2023. This has led to inconveniences* *, requiring legal representatives to visit I-PIN issuing organizations located in Yeouido, Seoul in person along with documentation that confirms the parent-child relationship such as a family relationship certificate. * If all the parents and their children are household members (the head of the household is grandparents or someone else) or parents and their children live separately. * * An effort to address inconveniences and unreasonable issues in daily life, particularly those arising from identity verification procedures related to the issuance of I-PINs for children under the age of 14, as part of the Tasks of Formulation of Citizen Suggestions into Policies at the Office of the President To address these inconveniences, the KCC has consistently discussed with the MOIS regarding the legal basis, necessity, effectiveness and other aspects of utilization of the pubic MyData since February 2023. This endeavor aims to enable non-face-to-face access to the family relationship certificate, which confirms legal representatives. In addition, the KCC has conducted service development and tests and more to ensure the family relationship certificate of the legal representative is available at I-PIN issuing organizations. Accordingly, time and money can be saved, in contrast to the past when non-face-to-face (online) issuance of I-PINs for children under the age of 14 was impossible because their legal representatives were not the head of the household according to computerized resident registration data, even though they are the parents (legal representatives) of the children. Annually 80,000 public complaints on this issue were filed as of 2023. In addition, legal representatives are no longer required to bring documentation, such as the family relationship certificate and visit in person Yeouido, Seoul, from all over the country, where the headquarters of the I-PIN issuing organization is located. Especially, this improvement is expected to contribute to the expansion of nursing, caring, and training programs run by local authorities. Subscrption, application, and verification of qualifications for these programs require identity verification for children under the age of 14. “The procedural improvement is expected to eliminate inconveniences in issuing I-PINs for children under the age of 14 and broaden access to digital services,” said Shin Young-kyu, Director-General of the Consumer Policy Bureau. He added, “We will make steadfast efforts to ensure the safe and convenient use of identity verification services.” ### The Korea Communications Commission |
