Korea Communications Commission (chairman: Sijung CHOI) and the Ministry of Economic Knowledge (minister Yunho LEE) announced that they have prepared a ’master plan for IPTV technology development and its standardization¡?’for leading the next generation of IPTV and for activating an IPTV service which will represent the industry of convergence in broadcasting and communication. In order to offer the world a top class IPTV service by developing an omnidirectional and getting a head start in IPTV technology, 9 technology development challenges and 9 standardization challenges have been established, under the following categories: (1) Developing the technology for activating an IPTV (2) developing the technology for the next generation and an IPTV strategy and (3) enhancing the base of developing and standardizing the new IPTV technology. First of all, the key challenges for activating an IPTV are * ensuring the compatibility of IPTV terminal units, building competitive market environments, developing an open IPTV terminal unit in order for users to choose their preferred IPTV business vender, and developing technologies for actively supporting the business vendors. In addition, * to offer a reliable IPTV service, 12,030 million KW is to be invested for achieving these challenges within 2 years, by 2011. Second, in order to develop the technology and strategy required for the next generation of IPTVs, the following are the established key challenges: * the next generation of IPTV ultra high quality media which adapts the compression and transferring technology in order to deliver realistic 3D video for IPTV contents as networks and terminal units will change; * the technology to control an interactive timing for optimal video meetings; *the networking technology to offer a seamless IPTV service for various wire/wireless networks; *the technology to control the intelligent networks used to offer a customized personal IPTV service; * developing a high capacity multimedia processor for IPTV terminal units; * developing a home media server technology to use with the IPTV service in various terminal units (i.e. information consumer electronics, etc.) in the home; * developing a next generation IPTV security technology for covering all the various networks and terminal unit environments. 61,150 million KW will be invested for this from 2009 to 2011, over the 3 year period. Lastly, to enhance the base for developing and standardizing the IPTV technology, building a test bed for systematically supporting the next generation of IPTV key technology and an open IPTV platform in order to create and use the various services and contents based on IPTVs and establishing a strategic standard commission, will be the key challenges to address. 13,750KW will be inputted into this project for 3 years (from 2009 to 2011). |
